Can there be democracy within a culture?

Yes, but the culture in question would need to be ever-evolving.

Well, if a culture is a beliefs/values system and if those beliefs/values are the result of conditioned bigotry (true believers), would doubt that there is much democracy happening.

To me, democracy (the rule by the majority), means nothing if that majority is ill-informed, kept in the dark, and not told the truth. I think the moment the separation of church and state start to break down, democracy starts packing its bags.

I supposed that what you are saying is true, unless the far majority of citizens are of the same faith and/or zealousness torward those beliefs. In that case, I would hate to be in the minority (which would almost certainly be oppressed).
