Can there be democracy within a culture?

Well, if a culture is a beliefs/values system and if those beliefs/values are the result of conditioned bigotry (true believers), would doubt that there is much democracy happening.

To me, democracy (the rule by the majority), means nothing if that majority is ill-informed, kept in the dark, and not told the truth. I think the moment the separation of church and state start to break down, democracy starts packing its bags.
