This has not been well implemented in all cases but its is about as fair as you could hope for from profit-mad industrialists. Some go belly-up and leave their toxic mess. the EPA assesses the damage and may designate an old factory of mine as a "super fund site" and the money is available for remedial cleanup.<BR/><BR/>But the EPA is now so corrupt and so in bed with mining and chemicial companies [Bush only appoints people who will overlook horrible pollution and never cause a penny of expense to america's vital industry] that this work is much less often undertaken.
